New York prohibits placing used syringes in household trash and offers free sharps disposal at participating Westchester pharmacies, hospitals, and county health department locations under state environmental rules.
Used hypodermic needles and lancets are regulated medical waste under New York Environmental Conservation Law and may not be discarded loose in household garbage or recycling. Westchester County residents can drop sharps at participating hospitals, several pharmacies, and at WCDOH offices using state-approved rigid containers. The New York State Department of Health Safe Sharps Collection Program maintains a list of free drop-off sites. Mail-back containers are also legal. Improperly discarded sharps that injure sanitation workers can trigger civil liability. Westchester does not currently operate dedicated street kiosks like some larger NY cities.
