Unlike Los Angeles SCEP, Cook County has no central rental-licensing inspection program for the unincorporated area or the broader county. Each suburb chooses its own model. Evanston requires biennial rental licensing with inspection (Title 5 Ch. 8). Oak Park licenses landlords annually and inspects on three-year cycle. Berwyn and Cicero require pre-occupancy inspections at every tenant turnover. Skokie, Schaumburg, and many smaller suburbs only respond to complaints. Illinois Housing Code 765 ILCS 750 sets habitability minimums statewide, enforceable in court but not through routine inspection. Cook County DPH inspects only for specific health hazards like lead and rodents.
In suburbs with active programs, unlicensed rentals face fines $250 to $1,500 plus daily continuing penalties. Failed inspections trigger re-inspection fees and orders of correction. Repeat failures can result in license revocation barring tenant occupancy.
