Connecticut's Right to Counsel program (CT Β§47a-26h) launched in 2021 to provide legal representation for low-income tenants in summary process actions. While moratoria have ended, Right to Counsel and rental assistance frameworks established during the pandemic remain partially operational.
Filing summary process actions during active moratorium periods or refusing to participate in good-faith UniteCT mediation could result in case dismissal, sanctions, and continued tenant occupancy under prior pandemic-era rules.
