Only one increase is allowed per 12-month period, no increase is allowed during the first year of tenancy, and landlords must give 90 days written notice. Hillsboro, Beaverton, and Tigard have not adopted additional local caps; preemption has been debated but the statewide scheme remains the operative rule.
