Multnomah County, OR Rental Property Rules: Rent Control (2026)

Oregon Senate Bill 608 (2019), codified at ORS 90.323, established the first statewide rent control law in the United States, preempting local rent caps. SB 611 (2023) lowered the formula so annual rent increases cannot exceed the lesser of 10% or 7% plus the September CPI published by the Oregon Department of Administrative Services. For calendar year 2024 and 2025 the published maximum was 10.0%. Buildings less than 15 years old and subsidized affordable housing are exempt. Landlords must provide 90-day written notice of any increase. Portland's Fair Access in Renting (FAIR) ordinance PCC 30.01.086 and the Relocation Assistance Ordinance PCC 30.01.085 add teeth: any rent increase of 10% or more in rolling 12 months, or any no-cause termination, triggers mandatory landlord-paid relocation assistance ranging from $2,900 for a studio to $4,500 for a 3+ bedroom unit. The City maintains a registry of landlords subject to the ordinance. Multnomah County itself does not administer a separate rent board, but the Multnomah County Tenant Education Program and Portland Housing Bureau mediate disputes.
