Honolulu has never adopted rent control, and Hawaii state law does not authorize residential rent caps. HRS Chapter 521, the Residential Landlord-Tenant Code, governs leases, deposits, notice, and habitability but does not limit rent increase amounts. Many Pearl City rentals serve military families with BAH-based budgets; landlords can raise rent on month-to-month tenancies after 45 days' written notice under HRS Sec. 521-71. Fixed-term leases lock in rent during the term. Despite periodic legislative proposals for rent stabilization, none have become law as of the verification date.
Landlords must still give proper notice; improper or retaliatory rent increases can be challenged in court.
