Houston Housing Authority administers the federal Housing Choice Voucher program for over 18,000 households, but landlord participation is voluntary because Texas preempts mandatory voucher acceptance ordinances.
HHA is the largest voucher administrator in the Houston region. Eligible tenants receive a voucher covering the difference between 30 percent of adjusted income and a payment standard tied to HUD Fair Market Rent. Landlords who participate sign a HAP contract, pass an HQS inspection, and agree to a tenancy lease addendum. HHA also runs Project-Based Vouchers and a Family Self-Sufficiency program. Because Texas Local Government Code Section 250.007 prohibits cities from forcing acceptance, voucher search can be difficult; HHA mitigates with a Landlord Engagement team, signing bonuses in some submarkets, and a preferred-landlord directory.
After a HAP contract is signed, landlords must comply with HQS inspection standards or lose subsidy payments. Refusing to renew specifically because the tenant uses a voucher may trigger federal good-cause review under HCV regulations, though pure non-participation is lawful.
