Prince William County does not require the host to be present during a short-term rental stay. Unhosted, whole-home rentals are permitted where zoning allows lodging by right, subject to permitting and the transient occupancy tax.
The county imposes no host-presence or on-site-manager condition on short-term rentals. Because lodging use is permitted by right in nearly all zoning districts and there is no primary-residence requirement, hosts may operate remotely and rent the entire dwelling while absent. The county's owner/operator-occupied "bed and breakfast" use is a separate zoning category that does require the operator to occupy the dwelling, but standard STRs are not held to that standard. Operators remain responsible for guest conduct, the occupancy permit, and remitting the 8% transient occupancy tax.
Absence of the host is not a violation; enforcement targets zoning noncompliance, missing occupancy permits, or unpaid tax.
