Where allowed, many local codes distinguish hosted (owner present) from unhosted stays, capping or banning the latter. New Rochelle, Yonkers, and several river villages tie permits to owner-occupancy and primary residence. NY Real Property Law and the proposed statewide STR registry (A8284) would supplement, not replace, these municipal rules. Hosts should check their village or city zoning code before listing on Airbnb or Vrbo, since Westchester County itself issues no STR licenses.
