Howard County imposes no annual limit on rental nights, because it operates no short-term-rental program that would set one. The constraint is not a night cap but the underlying zoning rule: transient rental of a residential dwelling is a Hotel/Motel use not permitted by right in residential districts.
Some jurisdictions cap unhosted rentals at, say, 90 or 180 nights per year. Howard County has no such number in its code. Instead of limiting nights, the Zoning Regulations limit the use itself: a dwelling is for one-family living and excludes transient occupancy, so there is no lawful residential STR to which a night cap would attach. The room rental tax code offers the only day-based line — a 'visitor' is defined as someone renting a hotel for 30 or fewer consecutive days (Sec. 20.402) — but that is a tax trigger, not a permitted number of rental nights. Owners seeking to host transient guests must look to hotel-zoned districts or the historic Bed and Breakfast Inn use.
There is no night-cap citation. Operating transient lodging in a residential district is enforced as an unpermitted zoning use through cease-and-abate notices and Title 24 civil penalties, independent of how many nights were rented.
