Maryland is restrictive. In Howard County the sale, possession and use of ground-based sparklers is prohibited; only party poppers, snakes, snap 'n pops and handheld sparklers are legal. All aerial and audible fireworks are illegal without a state display permit.
Howard County is stricter than most of Maryland. Statewide, MD Public Safety Title 10 bans consumer fireworks except non-aerial, non-explosive ground novelties and gold-label sparklers. Howard County goes further and prohibits even ground-based sparklers for residential use. Handheld sparklers, party poppers, ignitable snakes and snap 'n pops remain legal. Anything that leaves the ground, explodes, or makes an audible bang (firecrackers, Roman candles, mortars, bottle rockets) is illegal for consumers. Public displays require a permit issued by the Maryland Office of the State Fire Marshal, filed at least 10 days ahead; individual residents are generally not granted these permits.
Violating the ground-based sparkler prohibition carries a fine of up to $1,000. Illegal aerial/audible fireworks are a misdemeanor under state law with citation and confiscation.
