Palo Alto does not currently impose a citywide annual night cap on short-term rentals, but non-hosted rentals must remain zoning compliant year-round.
Unlike San Francisco or Santa Clara County's unincorporated areas, Palo Alto has not adopted a fixed annual night cap such as the common 90-day limit on non-hosted short-term rentals. Operators may therefore rent a legally permitted unit throughout the year, provided they remain in good standing with TOT, comply with noise and parking rules, and honor any HOA restrictions. However, the City Council has periodically studied STR regulation, and caps or hosted-only requirements could be adopted in response to housing and neighborhood concerns. Hosts are encouraged to monitor proposed ordinances and to retain records of booking nights and tax remittances in case new reporting requirements are added. Units used primarily as non-hosted STRs should be evaluated for zoning compliance, since dedicating a home to transient use may raise questions about dwelling classification.
