Residential pools and spas in Palo Alto must meet the Swimming Pool Safety Act under California Health and Safety Code section 115920. Barriers must be at least 60 inches tall, with no more than 2 inches of clearance at the bottom and no gaps wider than 4 inches. Gates must open outward from the pool, be self-closing and self-latching, with latches at least 54 inches above grade. At least two of the following additional safety features are required: approved safety pool cover, removable mesh fencing meeting ASTM F2286, pool alarm, self-closing exit-door alarms, or equivalent measures approved by the Building Official. Existing pools are subject to these rules at remodel or re-plaster. Building permits and final inspection are required.
