Santa Clara enforces the California Swimming Pool Safety Act (Health and Safety Code Section 115920 through 115929) for all new pools, spas, and pools undergoing major remodels. Pool enclosure barriers must be at least 60 inches (5 feet) in height measured from the outside ground level. Gaps at the bottom of the barrier cannot exceed 2 inches above grade. Vertical picket spacing cannot exceed 4 inches. Chain-link fencing used as a barrier must have mesh openings no larger than 1.75 inches, or be slatted to reduce climbability. Gates in the barrier must open away from the pool, be self-closing, and self-latching with the latch mounted at least 60 inches above ground. California law requires at least 2 of 7 approved drowning prevention safety features, which may include: enclosure fence, removable mesh fence with self-latching gate, pool cover meeting ASTM F1346, door alarms on all doors leading to pool, self-closing self-latching devices on pool-accessible doors, pool alarms meeting ASTM F2208, or other approved features. Permits issued through Santa Clara Building Division must verify all requirements at final inspection.
