Santa Clara City Code Title 18 restricts fencing materials in residential zones. Prohibited materials in residential areas include barbed wire, razor wire or concertina wire, electrified fencing, exposed plywood or particleboard (except as temporary construction fencing), corrugated metal (with limited decorative exceptions), and salvaged materials presenting a hazardous or blighted appearance. Approved standard materials include pressure-treated or naturally rot-resistant wood (redwood, cedar), vinyl or PVC, powder-coated steel or wrought iron, masonry and stucco, and decorative concrete block. Chain-link fencing is permitted but discouraged in front yards and must be slatted or screened with landscaping if used as a pool barrier. Industrial zones may use barbed wire on fences 6 feet or taller with city approval. Historic district properties (Old Quad, buildings on the Santa Clara historic resources inventory) require review by the Historical and Landmarks Commission for fence materials to ensure compatibility with the historic character of the district. Fences visible from public streets must be well-maintained; graffiti-damaged or deteriorating fences are subject to property maintenance violation enforcement.
