Flowood has no STR-specific occupancy ordinance. Section 202.03-03 of the Flowood Zoning Ordinance allows renting one or two rooms within a single-family dwelling to no more than two persons (who are not part of the family). Whole-home transient rentals fall toward the hotel/motel definition in Section 601.33 (a structure with 12 or more guest rooms).
The Flowood Zoning Ordinance does not define 'short-term rental,' so guest counts are derived from neighboring definitions. Section 202.03-03 expressly allows, as accessory to a single-family residence, the renting out of one or two rooms within the dwelling to not more than two persons who are not part of the resident family, and these rooms may not themselves constitute a separate dwelling unit. A 'rooming house' under Section 601.62 is a residential building offering lodging to between 2 and 20 persons for periods of one week or more, and explicitly not 'to transients by the day,' so daily-rate hosting beyond the two-person room rental falls outside that allowance. A 'hotel' under Section 601.33 requires 12 or more rooms designed for sleeping by guests, and a 'motel' under Section 601.55 is a structure for transient guests without individual cooking facilities. Whole-house STR is therefore not expressly authorized; operators should request a written zoning interpretation from the Flowood Zoning Administrator at City Hall, 2101 Airport Road, 601-939-4243. Mississippi has no statewide STR preemption, so Flowood retains full home-rule authority under Miss. Code Section 17-1-3 to enforce these limits.
Renting more than two rooms within a single-family dwelling, hosting more than two non-family guests under Section 202.03-03, operating daily transient lodging that does not meet the Section 601.33 hotel definition, or running a rooming-house-style use that takes guests by the day violates the Flowood Zoning Ordinance and is enforced by Code Enforcement.
