The Village of Los Ranchos de Albuquerque only permits short-term rentals operated as owner-occupied Bed & Breakfast (B&B) facilities under Village Code Chapter 9, Section 25(E)(1). On June 9, 2021, the Los Ranchos Board of Trustees adopted Ordinance 251 establishing that the only legal form of short-term rental in the village is an owner-occupied Bed & Breakfast. Whole-house listings on Airbnb, Vrbo, and similar platforms without an on-site operator are not permitted. Under Village Code Chapter 9, Section 25(E)(1), each guestroom is capped at two adults, with children twelve (12) and under not counted toward that limit; events at B&B properties are prohibited; adequate off-street parking must be provided; and operators must post house rules covering noise, cleanliness, and emergency contacts. A B&B permit is required even for partial-year operation (for example, only during the Albuquerque International Balloon Fiesta or the holiday season). Permits are issued annually by the Planning & Zoning Commission, which meets the second Tuesday of each month, and renewals are handled administratively each November. The village has capped the total number of B&B permits at 65 under a Board of Trustees resolution. Unlicensed STRs operating before June 9, 2021 had until October 6, 2021 to apply under a grandfathering window. New Mexico does not preempt local STR rules under NM Statutes Chapter 3, so the village rule controls.
Operating a short-term rental without an on-site operator, exceeding the two-adult-per-guestroom cap, hosting events, or operating without an annual B&B license is a zoning violation enforceable by Code Enforcement at (505) 344-6582. After-hours nuisances are handled by Bernalillo County Sheriff at (505) 798-7000. Remedies include cease-and-desist letters, fines, and revocation or denial of the annual permit.
