Idaho Code 67-6539 prohibits counties from requiring extra parking just because a home is a short-term rental. Unincorporated Kootenai County applies the same parking and traffic ordinances to STRs as to any residence.
State law lists an increased number of parking spaces among the STR-specific obligations a county may not impose. So Kootenai County cannot demand additional off-street parking of a short-term rental beyond what any single-family dwelling must provide. Guests must still follow all generally-applicable county rules on parking, obstruction, and traffic, which apply equally to residents and visitors. On narrow lakeshore and rural roads, blocking travel lanes, fire access, or rights-of-way can draw enforcement under ordinary road and nuisance provisions, not an STR-only standard.
