A.R.S. 11-269.17 lets a county 'adopt and enforce use and zoning ordinances, including ordinances related to noise, protection of welfare, property maintenance and other nuisance issues,' but only if applied uniformly to similar residential properties, not singled out for short-term rentals. Pinal County therefore has no STR-only parking permit or vehicle cap. Guests must comply with the general Pinal County Zoning Ordinance parking provisions and county road/right-of-way rules: park on the driveway or lot, avoid blocking traffic lanes, mailboxes or fire access, and follow any posted county roadway restrictions.
Blocking a public roadway, fire lane or right-of-way is abated under the county nuisance ordinance and traffic code; vehicles may be cited or towed. No STR-specific parking penalty exists.
