Santa Rosa County does NOT require a short-term rental to be the owner's primary residence. Whole-home, non-owner-occupied vacation rentals are allowed; state law bars the county from limiting rentals this way.
Some jurisdictions restrict STRs to a host's primary home, but Santa Rosa County has not โ and largely cannot. FS 509.032(7) prevents counties from prohibiting vacation rentals or regulating their frequency, so investor-owned whole-home rentals operate freely in the unincorporated county, including Navarre Beach. The only universal conditions are a state DBPR vacation-rental license and Tourist Development Tax registration. Private HOA or deed covenants, not county code, are what most often bar non-owner-occupied rentals in a given subdivision.
No county penalty exists for renting a non-primary residence. Restrictions, where they exist, come from HOA covenants enforced through private civil action.
