Collin County has not adopted a sign ordinance for unincorporated areas, consistent with general-law Texas counties' limited regulatory powers. TX Local Government Code §251.157 allows counties to remove signs from county road ROW. Cities enforce local sign codes: Plano §18-6.6 permits 3 garage sale signs, max 4 sq ft, removed within 24 hours of sale end; Frisco §98-152 allows temporary event signs 3 days prior, removed within 24 hours; McKinney §146-141 limits to 2 signs per event. Garage sales themselves may require a city permit (Plano §6-301 free but registration; Frisco limit of 4 sales per address per year). No TX state sales tax on occasional garage sales under Tax Code §151.304.
