Unincorporated Del Norte County has no published county-specific political sign ordinance. Temporary political signs are governed by California's Outdoor Advertising Act (Bus. & Prof. Code 5405.3): max 32 sq ft, posted no sooner than 90 days before an election and removed within 10 days after.
No standalone political-sign provision was found in the County's published code, so California state law controls. Business and Professions Code Section 5405.3 exempts a 'temporary political sign' from normal outdoor-advertising permitting if it (1) encourages a particular vote in a scheduled election, (2) 'is placed not sooner than 90 days prior to the scheduled election and is removed within 10 days after that election,' (3) 'is no larger than 32 square feet,' and (4) has a Statement of Responsibility filed with Caltrans certifying a person responsible for removing it and reimbursing removal costs. The law further provides that 'no such sign shall be placed within the right-of-way of any highway or within 660 feet of the edge of and visible from the right-of-way of a landscaped freeway.' These state rules apply to signs along state highways; on private property, owner permission is required. Note that home-occupation signage in the County's Coastal Zoning Ordinance (Sec. 21.04.330) is separately limited to 'unlighted signs of not more than one square foot,' which is a use-specific rule unrelated to political speech. Always obtain property-owner consent and keep signs out of the public right-of-way.
Caltrans is directed by state law to remove unauthorized temporary political signs from state highway right-of-way and bill the responsible party. Signs left up beyond 10 days after the election, oversized signs, or signs in the right-of-way are subject to removal.
