South Bend controls signs under its form-based zoning ordinance (Chapter 21, adopted 2020) and requires a permit for temporary signage through the zoning office. Those rules must stay content-neutral: the city may set neutral limits on a sign's size, height, and placement, but cannot treat a yard sign worse because it carries a political message. In Reed v. Town of Gilbert (2015) the U.S. Supreme Court held content-based sign rules almost never survive, and no Indiana statute limits residential political signs. A resident may post political signs on their own lawn, subject to neutral size and setback limits. Signs placed in the public right-of-way or on utility poles are prohibited and removed. Historic districts require a Certificate of Appropriateness.
