California Senate Bill 270, ratified by voters as Proposition 67 in 2016, bans single-use plastic carryout bags statewide at large grocery stores, pharmacies, convenience stores, and liquor stores. Thousand Oaks retailers covered by SB 270 may sell reusable plastic bags meeting durability and recycled-content standards or paper bags with at least forty percent post-consumer recycled content. Each bag costs the customer at least ten cents, retained by the retailer. SB 1046 (2024) further phases out the thicker reusable plastic bags by January 2026, leaving only paper at compliant retailers. WIC and CalFresh customers receive bags free.
Retailers that hand out non-compliant bags face fines up to one thousand dollars first violation, two thousand second, and five thousand for subsequent violations under state enforcement.
