Non-foam plastic cups remain legal during phase-in but must follow CA AB-1201 ASTM compostability labeling if marketed compostable.
First violation triggers a written warning. Subsequent violations within 12 months carry $100 administrative fines per day, escalating to $200 for third offense. County facility vendors face contract termination. Mislabeled compostable claims trigger separate AB-1201 enforcement.
