Unlike Maine, Vermont, or New York, Connecticut has not enacted a statewide ban on expanded polystyrene (EPS) foam food containers as of 2026. Hartford has not adopted a local foam ban, but its Climate Stewardship Initiative (CSI, 2017) encourages food vendors to switch to compostable or recyclable alternatives. CT DEEP regulates solid waste under CT Β§22a-220 and requires resin identification codes on rigid plastics. Hartford schools and city facilities phased out foam through procurement policies. Several CT bills (SB 115, HB 5384) have proposed statewide bans without passing. Surrounding municipalities like West Hartford have adopted local bans.
