ARS 9-1303 (effective 2022) requires Arizona cities and counties to adopt automated solar permitting for residential systems under 25 kilowatts. Most jurisdictions use NREL's SolarAPP+ web tool for instant code-compliance review. Maricopa County uses an online residential solar checklist with same-day approval for compliant applications. Phoenix, Mesa, Scottsdale, Tempe, Chandler, Gilbert, and Glendale all participate in SolarAPP+ or equivalent express tracks. Permit fees are capped at $450 residential and $1,000 commercial under ARS 9-468. Inspections occur within three business days. Battery storage adds NEC 2020 Article 706 requirements but follows the same expedited path. HOAs cannot prohibit solar under ARS 33-439.
