Unlike California, Florida, Texas, and many other states, Pennsylvania has not enacted a solar access / solar rights law limiting HOA authority. A 2024 Pennsylvania House bill (HB 2323) proposing limits on HOA solar bans did not pass. Homeowners should review CC&Rs and submit plans to the ACC before installing. Community solar subscriptions remain available statewide as an alternative for HOA-restricted homes.
