Local building departments issue permits and conduct inspections, but the technical standards are uniform. The Public Utilities Commission of Ohio (PUCO) sets statewide net metering and interconnection rules under ORC 4928.67 for distribution utilities. ORC 4906 governs utility-scale projects over 50 megawatts through the Ohio Power Siting Board, which preempts local zoning for those projects. Smaller residential systems remain subject to local zoning.
