Cherry Hill Township's Chapter 6 (General Licensing, Article on Canvassers, Solicitors, Distributors, Peddlers, Transient Merchants) requires a permit from the Police Chief or designee before any door-to-door canvassing or soliciting. Solicitation hours are limited to 10:00 AMβ5:00 PM Monday through Saturday, with no Sunday solicitation. Applicants are fingerprinted, photographed, and pay a $90 permit fee. While Cherry Hill has not adopted a separate 'do-not-knock' registry as some neighboring South Jersey towns have, the ordinance prohibits solicitation at any property displaying a 'No Soliciting' sign.
Cherry Hill Code Chapter 6, Article on solicitors, expressly states it is intended to 'prevent fraud, crimes, undue public inconvenience or annoyance and unethical and/or dishonest canvassing, distributing, peddling or merchandising practice within Cherry Hill Township.' No person shall canvass, solicit, distribute or peddle from house to house without first having received a written permit from the Chief of Police. The permit requires criminal background check (fingerprints and photo) and a $90 fee. Operating hours are 10:00 AMβ5:00 PM MonβSat, never on Sunday. Solicitors must wear their permit visibly and may not annoy or importune residents. Religious and political speech are protected under the First Amendment and exempt from the commercial permit requirement, but must still respect 'No Soliciting' signs. Soliciting without a permit, soliciting outside the 10 AMβ5 PM window, soliciting on Sundays, or ignoring a 'No Soliciting' sign is a municipal violation. Penalties include fines under the Township's general penalty schedule and revocation of the permit. Repeat violators may face arrest for trespassing under N.J.S.A. 2C:18-3.
