Clifton Park Town Code Chapter 196 and Halfmoon Town Code Chapter 138 operate similar registration systems with no-knock provisions. Ballston Spa Village and Malta require permits through their clerk offices. Posted "No Soliciting" signs at the residence have legal effect under local ordinance β solicitors who ignore them face citations. Under First Amendment case law (Watchtower v. Stratton, 2002) and NY Penal Β§140.05 trespass, political, religious, and nonprofit canvassers remain exempt from permit requirements but must still respect posted no-trespass signs. Saratoga Springs also prohibits solicitation before 9 AM or after sunset. Enforcement is by Saratoga Springs PD, Saratoga County Sheriff, and village police.
