Chapter 96 protects residents who do not want commercial contact: posting a visible placard at the door, gate, or driveway entrance withdraws implied consent for licensed solicitors. The placard must be reasonably legible and posted at a normal point of entry. Religious, political, and charitable canvassers retain First-Amendment-protected access regardless of the placard, but cannot ignore an in-person request to leave. Licensed solicitors who violate the placard rule risk citation and revocation of their license.
