Iowa Public Pool Safety Standards Apply Universally

Iowa Administrative Code Chapter 641-15 imposes uniform safety standards on every public swimming pool and spa in the state. Requirements include depth markings, ladders and grab rails, anti-entrapment drain covers compliant with the federal Virginia Graeme Baker Act, lifeguard supervision based on pool classification, posted bather load limits, and enclosure barriers. Daily water testing for chlorine, pH, and bacteria is required and recorded. The Iowa Department of Health and Human Services may suspend operating permits for violations posing imminent danger. While cities may impose additional requirements, they cannot exempt pools from state minimums.

Imminent danger violations may trigger immediate closure. Continuing violations result in permit revocation and civil penalties under Iowa Code 135I.7.
