Iowa Flavored Tobacco and Vape Product Rules

Unlike several other states, Iowa has not adopted a statewide ban on flavored cigarettes, menthol, or flavored vapor products. Federal restrictions on flavored cartridge-based e-cigarettes apply, but tank systems and disposables remain widely sold. Iowa Code chapter 453A vests retail permitting in cities and counties, but local governments cannot impose product bans or restrictions that conflict with state licensing standards. Public health groups have advocated for flavor restrictions without success at the legislature.
