Louisiana Exotic Pet Ban Preempts Local Rules

Louisiana Revised Statutes 56:6 and 56:632 grant the Wildlife and Fisheries Commission exclusive authority over wildlife. Under LAC Title 76, Part XV, possession of big exotic cats (lions, tigers, cougars), bears, non-human primates, and many venomous reptiles is prohibited without limited grandfathered permits. Constrictor snakes over 12 feet require permits. Native wildlife generally cannot be kept as pets without specific licensing. The state framework applies uniformly to all residents, though local governments may add stricter rules. Federal AWA-licensed exhibitors and accredited zoos are exempt under specified conditions.

Illegal exotic possession: fines $500-$5,000 per animal, confiscation, criminal misdemeanor charges, and possible jail time up to 6 months.
