Rhode Island Tiny Home Building Code Standards

Rhode Island's State Building Code preempts local technical building amendments and adopts the International Residential Code, including Appendix Q governing tiny houses 400 square feet or less. Site-built tiny homes on permanent foundations are treated as single-family dwellings; they must meet egress, ceiling height (minimum 6'8"), loft, and stairway standards under Appendix Q. Tiny homes on wheels are regulated as recreational vehicles or manufactured homes depending on certification, and may be limited by local zoning to RV parks. Manufactured tiny homes must bear HUD or RI manufactured-home labels under § 23-27.3-109.1.

Occupying a tiny home without proper code compliance or certificate of occupancy can result in code enforcement action, fines, and orders to vacate under the State Building Code.
