South Dakota state law: on-street parking baseline

South Dakota Codified Laws Chapter 32-30 (Stopping and Parking) establishes the statewide rules of the road for on-street parking. The chapter prohibits stopping, standing, or parking a vehicle on a sidewalk, within an intersection, on a crosswalk, within a designated distance of a fire hydrant or driveway, or at any other location where signage prohibits stopping. Beyond this statewide floor, South Dakota state law does NOT impose a uniform statewide overnight on-street parking ban, time-limited parking rule, or snow-route restriction. Per SDCL 9-29-1, 'Every municipality shall have power to exercise jurisdiction for all authorized purposes over all territory within the corporate limits ... for the purpose of promoting the health, safety, morals, and general welfare of the community, and of enforcing its ordinances and resolutions relating thereto' — the textual hook for municipal on-street parking ordinances in statutory (Dillon's-Rule) cities. Sioux Falls, Rapid City, and Watertown operate under SDCL Chapter 6-12 home-rule charters and exercise broader implied powers including snow-emergency parking ordinances, residential permit-parking districts, and alternate-side sweeping rules. Per SDCL 32-30-12, a vehicle left unattended on any public road, highway, or highway right-of-way for longer than twenty-four hours is presumed abandoned and subject to removal — and per SDCL 32-30-12.1, the governing body of any municipality may by ordinance modify or change the abandoned-vehicle provisions 'to meet its needs or clarify the duties of its peace officers,' which is the express delegation allowing cities to extend or shorten the 24-hour default for on-street time-on-curb limits.

On-street parking violations of SDCL Chapter 32-30 are traffic infractions enforced by state or municipal police; local fines are set by municipal ordinance schedule and typically run $10-$100 per ticket, escalating on repeat offenses or snow-route violations. Towing fees are paid by the vehicle owner. After 24 hours on a public way (or any shorter local-ordinance window under SDCL 32-30-12.1) the vehicle may be towed and processed as abandoned.
