Chapter 77 of the Sioux Falls Code of Ordinances (Title VII Traffic) is the city's primary on-street parking ordinance, adopted under the city's home-rule charter (SDCL Chapter 6-12) and the police-power authority of SDCL § 9-29-1. Section 77.001 (Safeguarding Unattended Vehicle) prohibits leaving a vehicle without setting the brake and, on a grade, turning the front wheels to the curb. Section 77.002 (Places Where Restricted) bars parking in front of any public or private driveway approach, within 30 feet of a flashing signal or traffic-control signal, within 20 feet of a fire-station driveway entrance, on the roadway side of a parked vehicle (double parking), on a sidewalk, alongside excavations, on a bridge, in tunnels, on railroad tracks, or where official signs prohibit parking. Section 77.003 (Places Where Stopping, Standing, or Parking Prohibited) adds intersection, crosswalk, and 15-foot fire-hydrant clearance rules consistent with SDCL § 32-30-3. Section 77.004 governs the relative rights of vehicles to a single parking space (no person may take a space already partially occupied). Section 77.082 authorizes the City Engineer to establish posted time-limit zones (typically 15-minute, 1-hour, or 2-hour signed zones in commercial districts). General parking violations carry administrative fines under § 77.089, and any vehicle with five or more outstanding tickets may be towed and impounded.
