Sioux Falls Code of Ordinances § 77.009 prohibits the parking or storage of commercial vehicles or commercial materials on city streets, with narrow exceptions for vehicles temporarily on site to perform a service or tow trucks under city contract. Sioux Falls regulates commercial vehicles through two overlapping provisions. Citywide, § 77.009 of the Code of Ordinances (Chapter 77 - Parking Regulations) makes it unlawful to park or store commercial vehicles or commercial materials on city streets. The carve-outs are limited: vehicles temporarily parked while actively performing a service at that location, and tow trucks operated by tow companies under contract with the city or Minnehaha County. Separately, the residential zoning provisions in Title 153 / Chapter 160 (Shape Sioux Falls 2040) make it unlawful for any person to park, store, leave, or permit a commercial vehicle to be parked in a residential zoning district unless (1) the vehicle is temporarily parked in connection with the performance of a service at that same location, or (2) the vehicle is being used at the time by a resident of the dwelling. A commercial vehicle is defined as any vehicle adapted, designed, equipped, and used to perform a specific commercial function and which does not meet the definition of a personal passenger vehicle - this captures box trucks, semi-tractors and trailers, dump trucks, flatbeds with commercial racks, lettered service vehicles over passenger size, and similar units. There is no separate statewide preemption: South Dakota leaves municipal parking regulation to local police-power authority under SDCL § 9-29-1, and Sioux Falls's home-rule charter (SDCL Chapter 6-12) provides additional latitude. Snow-emergency declarations under Chapter 77 further restrict where any vehicle, including commercial units, may be left during posted events.
Commercial-vehicle violations on city streets are enforced by Sioux Falls Police parking enforcement under Chapter 77 and carry standard parking fines under the city's parking citation schedule; unpaid citations escalate under § 77.089 (Outstanding Parking Violations) and may lead to vehicle immobilization or tow. Residential zoning violations (commercial vehicle stored at a home) are handled by Code Enforcement with a written notice of violation, opportunity to comply, and administrative citations starting at $100 for a first offense under the city's administrative citation framework. Repeat violations within a rolling 12-month period are subject to escalating fines.
