Sioux Falls Code of Ordinances § 160.553 restricts RV, camper, boat, and trailer parking to the rear yard at least two feet from all property lines on a hard-surfaced (asphalt or concrete) pad. Front-yard storage is prohibited; the only front-yard allowance is a temporary stay of less than 48 hours on an existing concrete driveway for cleaning and loading, provided the dwelling's required on-site parking is still available. RVs parked at home may not be occupied as living quarters and may not have separate utility hookups. On-street RV/boat parking is also limited by the citywide 48-hour stopped-vehicle rule (Sioux Falls Code § 38, modifying SDCL § 32-30-12 under § 32-30-12.1).
Sioux Falls's home-rule zoning code, Title 153 / Chapter 160 (Shape Sioux Falls 2040 Zoning Ordinance), governs where residents may store recreational vehicles. Under § 160.553 (Residential Parking), the parking of personal passenger vehicles, trailers, and recreational motor vehicles is permitted anywhere in the rear yard area provided the vehicle is set back a minimum of two feet from all property lines, and the parking space and the access drive leading to it are hard-surfaced with asphalt, concrete, or an equivalent durable material. Parking in the required front yard or side yard setback is prohibited. The one narrow exception is for active cleaning and loading: a resident may park a recreational motor vehicle owned by a household member on an existing concrete driveway in the front yard for less than 48 consecutive hours, but only if the dwelling's required on-site parking spaces remain available. RVs and campers at the residence cannot be used for sleeping or living, and may not be connected to separate water, sewer, or electric utility hookups. On the public street, all vehicles, including RVs, boats, and trailers, are subject to the city's 48-hour stopped-vehicle ordinance adopted under SDCL § 32-30-12.1, which modifies the state's 24-hour default (SDCL § 32-30-12) to a 48-hour Sioux Falls threshold before a vehicle is considered abandoned and may be tagged or towed. Boats and unhitched trailers are subject to the same rear-yard, hard-surface, and setback rules as motor RVs.
Violations of § 160.553 are zoning-code violations enforced by Sioux Falls Code Enforcement. Typical enforcement begins with a written notice of violation and an opportunity to comply (move the RV to the rear yard, pave the surface, or remove the unit). Continued noncompliance can result in administrative citations starting at $100 for the first offense under the city's administrative-citation schedule, with escalating fines for repeat violations within a rolling 12-month period. On-street parking beyond 48 hours can result in a parking ticket and the vehicle being tagged for tow under the city's abandoned-vehicle process.
