Utah Building Code Pool Permits and Statewide Standards

Utah Code Title 15A (State Construction and Fire Codes Act) adopts model codes including the International Swimming Pool and Spa Code (ISPSC) and the International Residential Code Appendix V/G covering pool barriers. Cities may not adopt construction standards weaker than the state code. Permits are required for any in-ground or above-ground pool exceeding 24 inches in depth. The Utah Uniform Building Code Commission reviews and amends adopted editions. Inspections and enforcement occur locally, but minimum technical requirements are set statewide.

Building without a required permit may result in stop-work orders, double permit fees, and civil penalties. Pools failing barrier compliance must be brought into compliance before use.
