Virginia Pool Safety Standards Set by USBC

Through 13VAC5-63 the Virginia USBC adopts ISPSC requirements including ASME-compliant anti-entrapment drain covers, dual main drains or alternative suction relief, alarms or self-closing doors for homes with direct pool access, and electrical bonding under the National Electrical Code. Public pools also fall under the Virginia Department of Health regulations 12VAC5-460 covering bacteriological water quality and required lifeguard or signage. Local enforcement administers inspections, but technical safety standards are uniform statewide and supersede conflicting local rules.

USBC violations may yield stop-use orders, fines, and required retrofits.
