An above-ground pool holding water more than 24 inches deep is treated as a pool under the Oregon code, so it needs a permit and a compliant barrier. When the pool wall itself serves as the barrier, the access ladder or steps must be removable, lockable, or separately fenced.
The ORSC lets an above-ground pool's own wall act as the barrier if it is at least 48 inches high. In that case the ladder or steps must be capable of being secured, locked, or removed to prevent access, or must themselves be surrounded by a compliant barrier. Above-ground pools deeper than 24 inches still require a Clackamas County building permit covering the structure, electrical bonding, and barrier. Setbacks and lot-coverage limits under the county ZDO apply to placement in unincorporated areas.
Leaving an unsecured ladder on an above-ground pool used as the barrier is a code violation; final inspection approval requires the secured/removable ladder or a separate barrier.
