Under Houston Code Chapter 43 and the adopted ISPSC, above-ground pools must comply with all barrier requirements including the 48-inch minimum barrier height, self-closing/self-latching gates, and maximum 4-inch gap provisions. Above-ground pools have the additional requirement that ladders or steps must be removable, lockable, or securable to prevent access when the pool is not in use. A swimming pool permit is required through the Houston Permitting Center for construction. If the property is in a 100-year flood plain, a topographical survey and drainage plan are also required. Building permit applications expire after 180 days of inactivity, with extensions possible up to two years from the original application date.
Building without a permit or failing barrier inspection results in failed inspections, required corrections, and potential stop-work orders. Permit fees apply based on project scope.
