Above-ground pools in Tomball are subject to the same barrier and safety requirements as in-ground pools under the adopted International Residential Code. Tomball's building code applies the International Residential Code requirements to above-ground pools. Electrical connections for pumps, filters, and other equipment must comply with the National Electrical Code including GFCI protection. Pools must be located outside of utility easements and comply with setback requirements from property lines. Temporary inflatable or soft-sided pools with a water depth of less than 24 inches are generally exempt from permit and barrier requirements but should still be supervised. Draining above-ground pools should be done in a manner that does not flood neighboring properties.
Installing a permanent above-ground pool without a permit carries fines up to $500 per day. Failure to secure access to above-ground pools (unsecured ladders, no barrier) may result in code enforcement action. The city may require removal of non-compliant installations.
