Tomball requires pool barriers meeting International Residential Code standards. Pools must be enclosed by a fence at least 48 inches high with self-closing, self-latching gates. Enforcement is through the building permit and inspection process.
The City of Tomball requires safety barriers around all residential swimming pools, spas, and hot tubs in accordance with the International Residential Code as adopted by ordinance. Pool barriers must be at least 48 inches in height measured from the finished grade on the exterior side. Gates in pool barriers must be self-closing and self-latching, with the latch located at least 54 inches above the ground or on the pool side of the gate. Barrier openings may not allow passage of a 4-inch sphere. The wall of a dwelling may serve as part of the barrier if doors opening to the pool area have alarms or are equipped with self-closing devices. Above-ground pools with walls at least 48 inches high may use the pool wall as a barrier if access points (ladders, steps) are secured. Pool barriers are inspected as part of the swimming pool building permit process. Contact Development Services at (281) 290-1012.
Failure to maintain required pool barriers may result in code violations and fines. Unpermitted pools without barriers face stop-work orders and required remediation before use is allowed.
