The City of Tomball restricts certain fencing materials in residential zoning districts under the zoning ordinance. Barbed wire, razor wire, concertina wire, and electric fencing are prohibited in residential areas. These materials may be permitted in agricultural, commercial, or industrial zones with appropriate approvals. Chain link fencing is permitted but some subdivisions' HOA covenants may restrict its use in front yards or require vinyl-coated chain link. Privacy slats in chain link are generally permitted. Temporary construction fencing requires a permit and must be removed upon project completion. In the historic downtown district, fence materials and designs may be subject to additional review to ensure compatibility with the area's character.
