The City of Bellaire restricts certain fencing materials in residential zoning districts to maintain the community's high aesthetic standards. Barbed wire, razor wire, concertina wire, and electrically charged fences are prohibited in all residential areas. Front yard fences must be constructed of open-style materials such as wrought iron, ornamental metal, or wood picket that maintain at least 50% visibility through the fence. Solid wood privacy fences, masonry walls, and similar opaque barriers are permitted in side and rear yards only. All fencing materials must be durable, weather-resistant, and maintained in good condition. Corrugated metal, plywood, pallets, tarps, and other makeshift materials are not permitted for permanent fencing. Chain-link fencing is permitted in side and rear yards but may be restricted in front yards depending on the zoning requirements and neighborhood character standards. Vinyl and composite fencing materials are generally permitted provided they meet the height and style requirements for the yard location. Fences constructed with prohibited materials must be removed or replaced. Non-conforming materials in front yards are subject to enforcement with fines up to $2,000 per violation per day.
