The City of Deer Park restricts fence materials in residential zoning districts through the zoning ordinance. Barbed wire, razor wire, concertina wire, and electric fencing are prohibited in residential areas. These materials may only be used in commercial and industrial zones where they are set back from public rights-of-way and meet minimum height requirements. Approved residential fence materials include wood (cedar, pine, or similar), chain link (vinyl-coated or galvanized), ornamental wrought iron or aluminum, masonry (brick or stone), vinyl/PVC, and composite materials. Fences constructed of salvaged materials, pallets, tarps, or other makeshift materials are prohibited under property maintenance standards. Chain link fences with privacy slats are permitted. Concrete block fences require engineering if exceeding 4 feet in height. All fence materials must be maintained in good condition and free from rust, rot, or significant deterioration. Fences using prohibited materials are subject to code violation notices and must be replaced with approved materials. Makeshift or deteriorated fences violate property maintenance standards and may result in fines up to $2,000 per day.
