The City of Humble enforces swimming pool barrier requirements through its adoption of the International Residential Code (IRC) and International Swimming Pool and Spa Code (ISPSC). All residential swimming pools, spas, and hot tubs containing water deeper than 24 inches must be enclosed by a barrier at least 48 inches in height. Barriers must not have openings, handholds, or footholds that could allow a child to climb over. Gates in pool barriers must be self-closing and self-latching, with the latch located at least 54 inches above the ground on the exterior side, or equipped with a release mechanism that prevents access by small children. When a house wall serves as part of the pool barrier, doors providing direct access to the pool area must be equipped with self-closing devices and audible alarms. Chain-link pool fencing must have openings no larger than 1.75 inches. Above-ground pools with walls 48 inches or higher may use the pool wall as the barrier if the ladder or steps are removable or lockable. Failure to maintain required pool barriers can result in code violation notices with immediate compliance deadlines due to child safety concerns. Failed pool inspections will prevent certificate of completion. Repeat violations may result in fines.
